Learning objectives
• Explain where to access information on welfare benefits
• Describe the classification of benefits into contributory/ non contributory and means tested/ non means tested
• To understand common rules e.g. immigration status, right to reside and habitual residence; how to claim; decisions; challenging decisions; backdating; overpayments and fraud
• To understand the main conditions of entitlement for the main contributory, non contributory and means tested benefits
• To understand assistance available for owner-occupiers
• Describe the principles behind the calculation of means tested benefits (time permitting).
