Decentralisation and the Localism Bill
The Coalition Government’s Localism Bill, introduced to Parliament on 13 December 2010, sets out radical provisions for the decentralisation of power and decision making to local authority and community level. It contains provisions for greater local control over Council Tax rates, planning decisions, and social housing and homelessness policy in particular.
AdvioceUK's briefing for members (download below) does not attempt to explain the provisions of the Bill but to identify some key issues for Advice services. There are several excellent guides to the Bill including: a Department for Communities and Local Government (DCLG) Essential Guide and Plain English guide. The Real Power for Communities campaign web site contains useful briefings and links. NAVCA has also produced a range of briefings on the legislation and its effects and Urban Forum has a very useful range of briefings, policy round-ups, comment and analysis.
