Open Public Services White Paper
The Government's consultation Open Public Services ended in September 2011. AdviceUK responded. Our response may be downloaded below.
We made the following general points:
The vast majority of AdviceUK member organisations do not have the desire, capacity or constitution that would permit them to bid to deliver public services that do not involve or are not directly related to advice provision. However, they have a crucial role to play in ensuring choice, involvement, fairness, accountability and continual improvement of public services.
For this potential to be realised a methodology and infrastructure must be put in place that does not simply boil down to opening up public service contracts to competitive tenders. The aims of the White Paper are laudable but without a method for continual systemic improvement we could just see public services run by different bodies but that continue to fail and waste resources.
